Visa Operating Regulations, Interchange Qualification Guide Available |

Qualifying merchants and third-party agents can request starting Sept. 1st |

July 25, 2006 - Visa USA announced they plan to make the Visa USA Inc. Operating Regulations and Interchange Qualification Guide
available. Beginning September 1, 2006, the Visa operating regulations and the interchange guide will be available upon request to
qualifying merchants and third-party agents under a non-disclosure agreement (NDA). To protect both cardholders and merchants,
Visa has omitted proprietary and competitive information, including member fees and interchange rates, as well as certain rules
relating to the security of the Visa network. In addition, to protect the confidentiality of the rules, Visa is requiring that
qualifying merchants and third-party agents sign an NDA before gaining access to the operating regulations through a secure Web
site.
Process for Requesting Operating Regulations
Beginning September 1, qualifying merchants and third-party agents can request a copy of Visa's operating regulations by sending an
e-mail to visarules@visa.com. Visa will directly manage the distribution of the operating
regulations and work with the acquirer or sponsoring member to validate the identity of the requestor, as appropriate. Once the
request has been confirmed and the signed NDA is submitted to Visa, access to an electronic version of the operating regulations
will be provided via a secure, password-protected Web site. Please note, Chase Paymentech, or any other member, will not be
permitted to distribute Visa's operating regulations. In addition, all communications make it clear that Visa operating regulations
do not supersede any contractual agreement between a merchant and its acquiring financial institution.
